Description

This sources sought is posted by the Government agency seeking responsible sources for a project. This notice is not a solicitation for work or a request for proposal. The purpose is to identify interested and capable vendors to perform the work described below and to incorporate the results into the Government's Market Research Report.

The 354th Contracting Squadron is seeking A&E services to develop Planning Study Documents for a Unidirectional Flushing Program (UDFP) at Eielson AFB, Alaska (Project No. FTQW241400). The work includes Investigating existing records and assets; configuring and calibrating a GIS-integrated hydraulics model (e.g., WaterGEMS) using flow/pressure testing; and developing a UDFP with mapped sequences, valve/hydrant operations, recommended velocities/flows, and field instructions with forms. The objective is to improve water quality and system reliability by targeted, high-velocity, single-direction flushing consistent with industry practice.

The scope includes kick-off and progress meetings, monthly status reports, draft and final submittals, and Government reviews. Final deliverables will include the calibrated hydraulics model, flushing sequence documentation and maps, updated GIS/CADD files with metadata, and an instruction manual with training for Government personnel. All work shall align with applicable standards and guidance such as EPA distribution-system flushing practices and AWWA M32 modeling guidance, and comply with OSHA and Air Force requirements.

The period of performance for this effort is six months after Notice to Proceed.

Background
The 354th Contracting Squadron is seeking Architectural and Engineering (A&E) services to develop Planning Study Documents for a Unidirectional Flushing Program (UDFP) at Eielson Air Force Base (AFB), Alaska. The goal of this contract is to improve water quality and system reliability through targeted, high-velocity, single-direction flushing consistent with industry practices. This effort aims to ensure accurate GIS representation, optimize water system performance, and establish a systematic approach for flushing procedures.

Work Details
The Contractor shall perform the following tasks:

1. Investigation: Review existing documents including as-builts, water quality reports, Lead Service Line inventory, and key infrastructure components such as critical valves, hydrants, storage tanks, and pump stations. Consolidate information into a centralized project database compatible with existing GIS feature layers. Update and validate current water system data. Deliverable: Investigation Report.

2. Hydraulics Model Configuration and Calibration: Develop a GIS-integrated hydraulics model using current and future water consumption data. Incorporate pipe characteristics, demand nodes, pump curves, and storage tank data. Conduct flow/pressure tests at designated hydrants for model calibration. Deliverable: GIS-based Hydraulics Model and Calibration Report.

3. UDF Planning: Establish a comprehensive UDFP that includes identifying flushing sequences to isolate main segments, establishing recommended flushing velocities, documenting step-by-step sequences for valve and hydrant operations, and providing field instructions along with monitoring forms. Deliverables include UDFP documents with flushing instructions, velocity/flow requirements, color-coded maps, and recordkeeping forms.

Period of Performance
The period of performance for this contract is six months after the Notice to Proceed.

Place of Performance
The contract will be performed at Eielson AFB, Alaska. Remote work may be conducted for certain tasks such as data processing, report writing, and GIS modeling.
