A/E Design of Freight Elevator #12 at GPO Building A   3

Background
The U.S. Government Publishing Office (GPO) is located at 732 North Capitol St. NW, Washington, DC 20401. GPO provides publishing and dissemination services for official government publications to Congress, Federal agencies, Federal depository libraries, and the American public. The GPO consists of four buildings on North Capitol St.: Bldgs. A, B, C, and D. The freight elevator in Building A is original to the building and has exceeded its life expectancy, necessitating a redesign and installation of new elevators. This project aims to engage a qualified Architectural and Engineering (A/E) firm to provide design services for one freight elevator as required by Facilities Management (FM).

Work Details
The A/E firm will be responsible for providing comprehensive design services necessary to deliver a constructible design for the replacement or retrofit of one elevator at the GPO. Key responsibilities include:
1. Conducting Investigative Services to understand existing conditions.
2. Reviewing existing as-built drawings.
3. Developing design and bidding documents.
4. Preparing specifications and construction cost estimates.
5. Creating a construction phasing schedule.
6. Providing bid phase services and construction period services.
7. Preparing as-built and record drawings.
8. Accommodating design reviews by a potential third-party Subject Matter Specialist (SMS), conducting periodic inspections by SMS, and facilitating final inspections and certifications.

The renovation work will encompass new architectural designs, vertical transport systems, mechanical systems including HVAC, civil engineering aspects, structural modifications, electrical systems including hoist way lighting, security access card readers, camera systems, fire protection systems, and ensuring compliance with Life Safety Code requirements.

Period of Performance
The anticipated completion of the design work is approximately 18 weeks after the Notice to Proceed (NTP), which includes various stages of submission: Schematic Design (35%), Design Development (65%), Final Design Documents (95%), and Construction Documents (100%). The timeline for construction procurement and active construction is yet to be determined but is expected to take around 4 months.
