Background
The Department of Homeland Security (DHS), Science and Technology Directorate (S&T), is seeking to enhance supply chain security through the development of Secure Hybrid Composite Containers (SHCC). This initiative aims to combat transnational criminal activity and improve the security of sensitive cargo transported via U.S. ports. The justification for this contract is based on the need for continued research and development in secure shipping container technology, specifically through a follow-on contract with Global Secure Shipping, Inc. (GSS).

Work Details
The contract entails the procurement of approximately 39 Type 1AAA six-sided secure shipping containers and the provision of field trials for these containers, as well as for 15 six-sided containers fabricated under a previous contract. The work includes:

- Manufacturing and field trials of secure shipping containers that meet ISO certification standards.
- Testing and evaluation of the containers under various real-world conditions to assess their performance, particularly focusing on breach/intrusion detection capabilities.
- Ensuring that the additional containers will allow for increased statistical confidence in performance evaluations, specifically targeting a Probability of False Alarm (PFA) rate of 0.1% with high confidence levels.
- Utilizing GSS's proprietary technical specifications and established manufacturing capabilities to ensure timely delivery and compliance with project requirements.

Period of Performance
The estimated period of performance for this contract is over a 36-month timeframe, allowing for comprehensive testing and evaluation.

Place of Performance
The work will primarily be performed at locations designated by DHS for testing and evaluation purposes.
