Description

The Bureau of Reclamation (Reclamation) provides notice of the release of a Prospectus to solicit proposals for the award of a Concession Contract (No. 26-LM-60-CC01) to provide commercial services to the public at Canyon Ferry Reservoir, at the area known as Silos Recreation Area located at 82 Silos Road, Townsend, MT 59644. The effective date of the next Concession Contract is expected to be in March 2027.

The Prospectus explains the business opportunity and the terms and conditions under which Reclamation will award the Concession Contract. The Prospectus is attached to this posting.

Site Visit
Reclamation will host an open house for organizations interested in bidding on this opportunity on August 13, 2026, at the Silos Boat Ramp (82 Silos Road, Townsend, MT 59644), from 11:00 a.m. to 12:00 p.m. Mountain Time. Offerors are encouraged to visit the area to become familiar with physical conditions and limitations involved and become acquainted with the details requisite to operating the concession services identified in the Prospectus.

Background
The Bureau of Reclamation (Reclamation) is seeking a Concessionaire to provide commercial services to the public at Canyon Ferry Reservoir, specifically at the Silos Recreation Area. This area utilizes approximately 260 acres of land located on the southwest shore of Canyon Ferry Reservoir, approximately 8 miles north of Townsend and 26 miles south of Helena, Montana.

The mission of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. The goal of this contract is to enhance recreational opportunities for over 45 million visitors annually.

Work Details
The Concessionaire will be responsible for operating, maintaining, and repairing concession improvements. The scope includes providing various visitor facilities and services such as:
- Operating 86 campsites (6 ABA compliant), with additional amenities including fire rings, water hydrants, picnic tables, group use shelters, vault toilets, concrete and gravel boat ramps, and boat docks.
- Required physical improvements include establishing an office at the main boat ramp (temporary structure not exceeding 350 square feet), providing vehicles for concession support, tools for maintenance, a dock accommodating a minimum of 60 slips, a gangway to rental docks/slips, and a day use fee credit card kiosk.
- Required services include campsite management (assignments, reservations), potable water maintenance, garbage removal service, cleaning and maintenance for all facilities (campgrounds, shelters, restrooms), vault toilet service and cleaning, boat mooring adjustments for lake levels, and on-site campground hosts.
- Authorized visitor services may include office/store sales (no food preparation), seasonal boat slip rentals, overnight storage for boats/trailers, equipment rentals (boat/watersport), propane sales (bottle exchange), firewood sales, and ice sales.

Period of Performance
The effective date of the next Concession Contract is expected to be in March 2027 with a term of 20 years.

Bidder Requirements
Bidders must demonstrate familiarity with the Concession contract and performance expectations as outlined in Reclamation Management Policy. Additionally, bidders must purchase existing boat docks from Broadwater County or install alternative docks that accommodate a minimum of 60 slips.
