Background
The National Institutes of Health (NIH), specifically the National Heart, Lung, and Blood Institute (NHLBI), is issuing this solicitation for Clinical Research Operations and Management Services. The goal of this contract is to provide necessary services, qualified personnel, materials, equipment, and facilities to support the NIH's mission in advancing health research. Work Details
The contractor shall furnish all necessary services including but not limited to:
1. Provision of qualified personnel to manage clinical research operations.
2. Development and submission of Technical Progress Reports that detail activities undertaken during reporting periods and planned future activities. Reports must comply with Section 508 of the Rehabilitation Act of 1973.
3. Submission of Financial Conflict of Interest reports as per 45 CFR Part 94.
4. Delivery of source code and object code developed under this contract upon expiration.
5. Compliance with HHS security and privacy language for information technology procurements, ensuring protection of government information systems.
6. Adherence to NIH policies on enhancing reproducibility through rigor and transparency in research practices.

Period of Performance
The period of performance for this contract is from September 30, 2025, to September 29, 2026, with options for additional periods extending through September 29, 2030.

Place of Performance
The contract will be performed at the NIH facilities located in Bethesda, Maryland.
