The U.S. Army Aviation and Missile Research, Development and Engineering Center (AMRDEC), for technology integration into the contractor's fleet of Unmanned Aircraft Systems (UAS), including the Grey Eagle.   3

The US Army Contracting Command-Redstone (ACC-R) , anticipates a sole source IDIQ type, Cost-plus-fixed-fee contract with General Atomics Aeronautical Systems, Inc., 14200 Kirkham Way, Poway, CA 92064 for an estimated 255,089 labor hours of engineering and technical services and associated material, travel and other direct costs which are required to support the U.S. Army Aviation and Missile Research, Development and Engineering Center (AMRDEC), Software Engineering Directorate's Joint System Integration Laboratory (JSIL) for technology integration into the contractor's fleet of Unmanned Aircraft Systems (UAS), including the Gray Eagle, and associated ground support equipment to allow demonstration of enhanced or improved UAS platform, payload, and ground systems performance. The ordering period will be 36-months with a 48-month total period of performance.
Under the authority 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements, quote mark this contract shall be awarded on an other than full and open competitive basis to General Atomics Aeronautical Systems, Inc., as the only source with the technical knowledge and expertise required for rapid technology integration efforts for its fleet of UAS systems. Award to another source would result in substantial additional investment and additional rights in proprietary technical data costs to the government and unacceptable delays in fulfilling the agency's requirement.
All responsible sources may submit a proposal which will be considered by the agency. All responses shall be directed to Adelaide E. Stone, contract specialist, at Adelaide.e.stone.civ@mail.mil and must be received within 15 days of this notice. This notice of intent to negotiate a sole source contract is not a request for competitive proposals. This is not a formal notice of solicitation. Telephone or facsimile inquires and/or responses will not be accepted. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation.
