Background
The National Institutes of Health (NIH) is the nation’s medical research agency, making important discoveries that improve health and save lives. The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood disorders. The NHLBI requires a continuance of the Biologic Specimen and Data Repositories Information Coordinating Center (BioLINCC) program to strengthen and expand its capabilities into new areas such as indexing phenotypic data, storing and sharing digital images, and exploring cloud resource availability.

Work Details
The contractor shall perform the following tasks:

1. Communicate routinely with the Contracting Officer's Representative (COR) to discuss program priorities.

2. Purchase necessary equipment and materials for program activities cost-effectively.

3. Schedule monthly Executive Committee teleconferences to discuss activities and prepare agendas.

4. Coordinate weekly calls with NHLBI Biorepository staff to review biospecimen requests, preparing discussion lists in advance.

5. Schedule one face-to-face half-day meeting each contract year with key participants, including Biorepository staff, preparing agendas and minutes for distribution.

6. Arrange additional meetings as needed, developing and distributing minutes/action items timely.

7. Provide personnel with expertise to maintain the BioLINCC web-based information platform.

8. Provide data management systems and support for processing biospecimen requests efficiently according to established procedures, including custom searches and linking phenotypic data to biospecimens.

9. Provide datasets to approved requestors within two weeks of approval by NHLBI while ensuring compliance with data sharing policies.

10. Acquire, review, and prepare new clinical datasets for the Data Repository while ensuring accuracy and compliance with policies.

11. Track performance metrics related to the BioLINCC request process and develop online reports for tracking biospecimens usage.

12. Collaborate with NHLBI Biorepository programs to develop management tools.

Period of Performance
The period of performance involves ongoing tasks that may extend over multiple years depending on option periods exercised by the contractor.
