Background
The National Institutes of Health (NIH), specifically the National Heart, Lung, and Blood Institute (NHLBI), is issuing this solicitation for the Biologic Specimen and Data Repositories Information Coordinating Center (BioLINCC). The goal of this contract is to provide comprehensive services related to the management and coordination of biologic specimen and data repositories, which are critical for advancing research in heart, lung, blood, and sleep disorders.

The NIH aims to enhance the availability and usability of biological specimens and associated data for research purposes.

Work Details
The contractor shall furnish all necessary services, qualified personnel, materials, equipment, and facilities required to perform the Statement of Work dated December 22, 2025. Key tasks include:

1. Reporting Requirements: All reports must be submitted electronically and comply with Section 508 of the Rehabilitation Act of 1973. Paper documents must be printed double-sided on at least 30% post-consumer fiber paper.

2. Technical Progress Reports: Regularly recurring reports detailing activities undertaken during the reporting period are required. These reports will include interim study data that must not be publicly released prematurely.

3. Data Sharing Compliance: The contractor must adhere to NIH policies regarding genomic data sharing and public access to archived publications resulting from NIH-funded research.

4. Human Subjects: Research involving human subjects is prohibited under this contract.

5. Security Requirements: The contractor must develop an Information System Security Plan that complies with federal laws regarding information technology security.

Period of Performance
The period of performance for this contract will span from the date of award through a specified duration as outlined in the Statement of Work.

Place of Performance
The primary location for performance will be at facilities designated by the NIH in Bethesda, MD.
