Background
The National Institutes of Health (NIH) is the nation’s medical research agency, making important discoveries that improve health and save lives. The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for research, training, and education programs to promote the prevention and treatment of heart, lung, and blood disorders. The NHLBI requires the continuance of the Biologic Specimen and Data Repositories Information Coordinating Center (BioLINCC) program to strengthen and expand its capabilities into new areas such as indexing phenotypic data and exploring cloud-based resources.

Work Details
The contractor shall perform the following tasks:

1. Communicate routinely with the Contracting Officer's Representative (COR) to discuss program priorities.

2. Purchase necessary equipment and materials for program activities cost-effectively.

3. Schedule monthly Executive Committee teleconference calls with agendas prepared in advance.

4. Coordinate weekly teleconference calls with NHLBI Biorepository staff to review biospecimen requests, distributing discussion items beforehand.

5. Organize one face-to-face half-day meeting each contract year with key participants, including preparing agendas and minutes within specified timelines.

6. Arrange additional meetings as needed with timely distribution of minutes/action items.

7. Provide personnel to maintain and enhance the BioLINCC web-based information platform.

8. Supply data management systems and statistical support for processing biospecimen requests per established procedures, including custom searches and linking phenotypic data to biospecimens.

9. Provide datasets to approved requestors within two weeks of approval by NHLBI.

10. Acquire and prepare new clinical datasets for the Data Repository while ensuring compliance with data sharing policies.

11. Track performance metrics for the BioLINCC request process and develop online reports for tracking biospecimens and data use, including adherence to NIH Controlled Access Data Repository requirements.

12. Collaborate with NHLBI Biorepository programs to develop management tools for resource usage.

Period of Performance
Approximately five (5) years from the anticipated award date of November 13, 2026.
