Description

The United States Department of Labor?s Employee Benefits Security Administration (EBSA), Office of Policy and Research (OPR), is seeking several contractors to support the conduct of applied research studies, under the North American Industry Classification System (NAICS) code of 541720. EBSA expects to make multiple awards, including two (2) contracts to small business concerns under a partial set-aside for small business. Award will be made in accordance with the procedures at FAR 19.502-3, with non-set-aside offerors being considered before, and separately from, set-aside offerors. If no responsive proposals are received from small business concerns, no set-aside awards will be made. The size standard for small businesses under the aforementioned NAICS code is $6.5 million. The contracts are anticipated to be labor-hour contracts, under Firm Fixed-Price. The Indefinite Quantity/Indefinite Delivery Contracts are anticipated to encompass a period of performance of one base year plus four additional option years. The solicitation will be available on or after February 26, 2008 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site, http://www.fbo.gov. Hard copies of the solicitation documents will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The closing date for the receipt of proposals for this solicitation is March 26, 2008, at 3:00 PM, Eastern Standard Time. No collect calls will be accepted. No telephone requests for the solicitation will be accepted. Interested parties desiring an explanation or interpretation of the solicitation, scope of work, etc., must submit any questions via e-mail no later than March 14, 2008. This is necessary to allow a reply to be posted on FedBizOpps. Questions will be accepted via electronic mail and must be sent only to this email address: mccray.kim@dol.gov. Offerors for this solicitation must send four (4) hard copies of the proposal together with one electronic copy or CD in MSWord format.
