ATTACK PRE-SOLICITATION SYNOPSIS

FA8202-18-R-1001

Synopsis:

This is not a solicitation but rather a Pre-Solicitation Synopsis as required by FAR 5.204

The purpose of this synopsis is to inform the market that the United States Air Force intends to solicit the A-10 Thunderbolt Advanced-Wing Continuation Kitting (ATTACK), and will negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period, two additional 1-year optional ordering periods, and a 5-year delivery period thereafter. The proposed NAICS Code is 336413 - Transportation Equipment Manufacturing/Other Aircraft Parts and Auxiliary Equipment Manufacturing, size standard of 1250. The PSC code is 1560.

NOTES:

This is not a request for proposal (RFP) or an invitation for bid, nor is it to be construed as a commitment by the Government. The Government does not intend to make an award on the basis of this synopsis.

Background
The United States Air Force intends to solicit the A-10 Thunderbolt Advanced-Wing Continuation Kitting (ATTACK) and will negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period, two additional 1-year optional ordering periods, and a 5-year delivery period thereafter.

Work Details
The Statement of Work (SOW) describes requirements to produce A-10 Thunderbolt Advanced Continuation Kit (ATTACK) Wing Assemblies. The effort will also produce individual kits if needed. The technical data package supplied at contract award shall serve as the engineering baseline for this acquisition. The TDP is an input to the ATTACK, and it shall be provided by the Government.

The contractor shall meet the minimum requirements specified below in regards to digital data, Two Dimensional (2-D) drawings, and 3-D CAD modeling delivery. The prime contractor shall use a systems approach in consideration of any changes associated with manufacture of the ATTACK Wing Assembly. Before initiating the TDP Change Process, the contractor shall submit an information request to proceed with Engineering Change Proposal (ECP) process or alternate process directed by the Government.

Period of Performance
The contract includes a 5-year ordering period, two additional 1-year optional ordering periods, and a 5-year delivery period thereafter.
