Description

Please see the attached DRAFT RFP documents for your information and review. The attached revisions are a product of the questions received from Industry after the initial draft documents were released in February. The official Questions and Government Answers/Responses are also posted with this notice. The draft documents as attached also reflect input from a Multifunctional Independent Review Team (MIRT) session which was held in accordance with AFFARS 5301.9001(b) and corresponding Mandatory Procedure (MP). Also incorporated are inputs from an Air Force policy analyst review prior to Business Clearance. All documents are DRAFT.

All previous draft documents posted before this notice are obsolete.

It is anticipated that a formal solicitation will be released in the near future; these updated drafts are provided to make industry aware of the changes that were made and allow for a more seamless transition into the proposal preparation portion of this source selection.

Background
The solicitation provides a draft RFP for the A-10 Thunderbolt Advanced-Wing Continuation Kitting (ATTACK) project. The document reflects input from industry questions, a Multifunctional Independent Review Team session, and an Air Force policy analyst review. It is anticipated that a formal solicitation will be released in the near future.

Work Details
The project involves producing A-10 Thunderbolt Advanced Continuation Kit (ATTACK) Wing Assemblies and individual kits if needed. The technical data package (TDP) supplied at contract award will serve as the engineering baseline for the acquisition. The TDP includes 3-D models and other data mastered in a Product Lifecycle Management system.
The contractor is responsible for verifying the completeness of the TDP before production. The contractor shall meet minimum requirements for digital data, 2-D drawings, and 3-D CAD modeling delivery. The TDP will be delivered to the contractor as documented in Furnished Information List (Attachment F). The prime contractor shall use a systems approach to ensure mission objectives are met and shall follow specific processes for TDP change, including submitting an Engineering Change Proposal (ECP) and obtaining approval from the Government.
