Background
The purpose of this post is to inform offerors of a slight change to Section M regarding relevancy, and to post Q&A's. The revision removes the 'Mandatory Relevance' language in favor of the list (a) thru (l) as shown in the attached. This revision was determined necessary to ensure the past performance evaluation team can use the full complement of relevancy ratings from the DoD Source Selection Mandatory Procedures when evaluating past performance relevancy.

Work Details
The contract is for the A-10 Thunderbolt Advanced-Wing Continuation Kit (ATTACK). The Small Business Participation Submission will be evaluated based on elements including an adequate description of the extent of participation of proposed Small Businesses, an adequate description of the subcontracted work, and associated goals expressed in terms of percentages.

The Small Business Participation Rating will reflect the evaluation of the acceptability of the offeror’s approach for meeting small business program objectives. The Pricing criteria used for evaluation of the Cost/Price Factor will be Reasonableness, Balance, and Total Evaluated Price (TEP). The TEP will be a consideration in the best value award decision.
