Background
The 99th Readiness Division (RD) Directorate of Public Works (DPW) is seeking professional services and technical support for stormwater sampling and monitoring across multiple facilities in the northeastern United States. This initiative is essential to ensure compliance with state-mandated permit requirements, as the 99th RD lacks the necessary in-house expertise.

The Environmental Division of the 99th RD provides regional environmental support for facilities located in thirteen states along the east coast, with a headquarters at Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ.

Work Details
The contractor will be responsible for conducting comprehensive stormwater sampling and monitoring at various facilities, including:
1. Maryland: One facility under the Maryland Department of the Environment General Permit, requiring analytical stormwater sampling and reporting.
2. Massachusetts: Two facilities under the EPA Multi Sector General Permit, necessitating similar comprehensive sampling and reporting.
3. New Hampshire: One facility also under the EPA permit with required sampling and reporting.
4. New York: Four facilities regulated under NYSDEC’s Multi-Sector General Permit, requiring extensive sampling and reporting.
5. Pennsylvania: One facility under PADEP’s General Permit, also requiring comprehensive sampling and reporting.
