Supply and Inscribe Granite Headstones, Markers & Nice Covers for the Island of Puerto Rico The purpose of this amendment is to provide a revised Combined Synopsis/Solicitation which is attached separately to this amendment. The response due date and time is NOT extended and remains on 30 July 2025 at 10:00 a.m. CST. The Combined Synopsis/Solicitation has been revised to remove references to on-site inscriptions and marble . Note: There will not be a SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments will result in the Interested Quoter being considered non-responsive and ineligible for award.

Background
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) is responsible for furnishing headstones, markers, and niche covers for deceased veterans worldwide. This contract aims to provide inscribed monuments specifically for the Puerto Rico National Cemetery, Morovis National Cemetery, and Atlantic Gardens Veterans Cemetery. The goal is to ensure that veterans are honored with appropriate memorials.

Work Details
The contractor will supply and inscribe the following granite monuments:
- J1: Flat Thin Granite marker (24” x 12” x 3”)
- L1: Small Flat Granite marker (18” x 12” x 3”)
- W1: Thin Upright Granite Headstone (42” x 13” x 3”)
Additionally, the contractor will provide inscription services for H1-blank granite niche covers. Responsibilities include manufacturing or purchasing blank granite monuments, processing inscribed orders, packaging and palletizing shipments, and preparing shipments for government-contracted carriers. The contractor must notify the Memorial Products Service (MPS) upon completion of monuments ready for pickup and provide all necessary labor and equipment for loading pallets onto the carrier's vehicle.

Period of Performance
Base Year: October 1, 2025 – September 30, 2026; Option Year 1: October 1, 2026 – September 30, 2027; Option Year 2: October 1, 2027 – September 30, 2028; Option Year 3: October 1, 2028 – September 30, 2029; Option Year 4: October 1, 2029 – September 30, 2030.

Place of Performance
Contractor’s Facility with shipments to Puerto Rico National Cemetery, Morovis National Cemetery, and Atlantic Gardens Veterans Cemetery.
