Background
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) is responsible for providing headstones, markers, and niche covers for deceased veterans worldwide. This contract aims to manufacture and distribute U1 Blank Marble Markers to support on-site inscription programs at National and State cemeteries across the United States.

Work Details
The contractor will manufacture and deliver U1 Upright Headstone Blanks made of marble with dimensions of 13” x 42” x 4”. The contract includes the following specifications:
- **Material**: Marble must be sound, compact, and free from defects such as cracks or chips.
- **Color**: The marble should have an overall color rating of N8.5 or higher on the Munsell Neutral Value Scale, with acceptable veining not darker than N6.
- **Finishing**: The front, top, and sides must be machine honed to a smooth satin finish; the bottom should have a smooth sawn finish.
- **Workmanship**: Each monument must be free from defects in workmanship, including chips or dirt.
- **Testing**: Stone supplied must conform to specified physical requirements tested by an approved laboratory.
- **Quantity**: The contractor shall fulfill a minimum order of 5,000 units and a maximum of 225,000 units over the contract period.

Period of Performance
The contract period begins on April 1, 2026, and ends on March 31, 2031.

Place of Performance
Products will be delivered to various National and State cemeteries across the United States.
