This Pre-solicitation Notice is to inform prospective offerors that The National Cemetery Administration will be soliciting proposals under Solicitation No. 36C78625Q0002. Two individual contracts are to be awarded, one for each type of granite. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers and niche covers for the graves of veterans worldwide. Memorial headstones, markers and niche covers are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this contract is to provide nationwide distribution of blank granite columbarium niche covers and memorial wall markers for use as replacements and/or expansion projects. Granite niche covers procured under this contract are from Georgi and Vermont, one contract to cover one location, two independent contracts total, one for each location. The Government will award a Firm Fix Unit Price Requirements contract resulting from this solicitation to the responsible quoter whose quote is the best value to the Government. Proposals will be evaluated in accordance with FAR 13 Simplified Acquisition Procedures to determine which response represents the best as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are Sample Submission, Past Performance, Quality Assurance and Price in that order of importance with Past Performance being the most importance. Samples failing to meet the submission requirements and their quotes will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its reasonableness and acceptability to the Government. This solicitation is being issued as set-aside for all small business registered in SAM. The NAICS Code is 327991. Size standard is 500 employees, solicitations will be available for download from https://sam.gov on or about August 30, 2024. Questions are due by 1:00 PM Eastern on September 6, 2024. Responses to the solicitation are due by 3:00 PM Eastern on September 12, 2024. Any amendments to the solicitation will also be available at https://sam.gov/. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in Solicitation Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
