Background
The United States Environmental Protection Agency (EPA) Region 1, located at 5 Post Office Square in Boston, Massachusetts, is issuing a Sole Source Award to Mitsubishi Electric Power Products Inc. (MEPPI) for the upgrade of an uninterruptible power supply (UPS) system. The goal of this contract is to replace the current end-of-life Mitsubishi UPS Model with a new system that ensures instant backup power supply to mission-critical services during significant power failures. This award is based on MEPPI's capability to meet specific installation and operational requirements without soliciting competitive quotes.

Work Details
The contract includes the following specific products and services:
- One (1) Mitsubishi 9900AEGIS 80kVA UPS system
- One (1) CS141 Communication Card
- Eighty (80) EnerSys DataSafe 12HX540-FR VRLA batteries

Functional Requirements:
- The new UPS system must provide instant backup power with a hold time of 18 minutes during power failures, along with surge protection and electrical noise filtering.

Installation Requirements:
- Removal of existing UPS equipment and installation of the new system must be compatible with existing cabinetry, wiring, and connections.
- A functional test must be conducted post-installation to ensure operational readiness.
- Basic operator training for 45 minutes will be provided by the startup technician after installation.

Period of Performance
The period of performance includes the installation and operational testing of the new UPS system, with a five-year preventative maintenance agreement starting upon completion.
