The 99th Contracting Squadron is soliciting for rental vehicle services to form two (2) Blanket Purchase Agreements, as outlined in the attachments of this post. Below are the key dates for this solicitation:

  • Technical Questions are due no later than 26 August 2025 at 1200PM Pacific Time.
  • Proposals are due no later than 05 September 2025 at 2:00PM Pacific Time.

Background
The 99th Contracting Squadron is seeking to establish two Blanket Purchase Agreements (BPAs) for rental vehicle services to support the 99th Logistics Readiness Squadron (LRS) during large-scale exercises at Nellis Air Force Base (AFB), NV.
The goal of this contract is to ensure the availability of reliable and safe vehicles for operational needs over a three-year period.

Work Details
The contractor shall perform all operations related to providing vehicle rentals, which includes:
1. Flexibility to make changes to any vehicle package up to 24 hours prior to intended use.
2. Delivery of each vehicle to Nellis AFB, specifically to the Ground Transportation Section, Hangar 224, or an alternate prepared location on Nellis AFB, 24 hours prior to the agreed date and time.
3. Allowing customers to pick up vehicles at Harry Reid International Airport with reservation numbers assigned to individuals as pre-arranged with the Ground Transportation Section.
4. Picking up vehicles upon conclusion of requirements at Bldg. 224 on Nellis AFB on the prearranged date.
5. Allowing multiple drivers at no additional cost per driver, with a minimum age requirement of 18 years and valid DoD issued Common Access Card (CAC) and state motor vehicle operator’s license.
6. Providing 24-hour capability for towing disabled vehicles, providing replacement keys, and replacing any vehicles within four business hours of notification.
7. Ensuring that all vehicles are safe and reliable, conforming to manufacturer specifications and meeting all Federal, State, and Municipal laws, codes, and regulations.
Vehicles must be properly licensed and registered without expiration during the rental period; if temporary tags are used, replacement tags must be provided three days before expiration.
Vehicles should not be more than two years old, have full fuel tanks, serviced fluid levels, functional door locks, clean interiors/exteriors/trunks, and upholstery in good repair.

The contract will be performed over a three-year duration.
