The U.S. Department of Energy, National Nuclear Security Administration (NNSA) is seeking proposals to procure commercial down-blending services to down-blend 17.4 metric tons (MT) of highly enriched uranium (HEU) to low enriched uranium (LEU), and to store the LEU for use in the Reliable Fuel Supply (RFS) program. This is a full and open competitive solicitation. The contract type being considered for this award is a firm-fixed price contract arrangement. The contract period for all services shall consist of a ten (10) year base period with two (2) five (5) year option periods for renewal. The North American Industry Classification System (NAICS) Code is 325188 with a corresponding qualifying size standard of 1,000 Employees. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation or final award process. NNSA intends to award one contract to the responsible Offeror whose proposal is responsive and is determined to be the best value to the Government. Solicitation documents are available for download at http://e-center.doe.gov. Proposals must be submitted via the Industry Interactive Procurement System (IIPS). Proposals must be received through the IIPS web site NO LATER THAN 4:00 PM (EASTERN TIME) on May 14, 2007. In addition to the submission of the proposal via IIPS, Offerors must also submit Hard Copies of Volume I and II along with a copy on a flash drive, CD or DVD at the address listed in Section L, Provision L011. A pre-proposal conference is scheduled to be held at Pollard Technology Conference Center Auditorium, 210 Badger Ave., Oak Ridge, Tennessee 37830 on March 29, 2007 from 8:00 - 4:00 PM (EASTERN TIME). Attendance at the pre-proposal conference is encouraged but is not a requirement to submit an offer in response to the solicitation. Please limit attendance to five people per organization (e.g., joint ventures, teaming arrangements, subcontractors, etc.). For access to the conference, full name, company representing, and citizenship must be provided for each attendee to Leticia Potts, Contract Specialist, via facsimile (505) 284-7591 or email lpotts@doeal.gov, no later than Noon (EASTERN TIME) on March 26, 2007. Offerors should refer to Section L, Provision L006 - Pre-Proposal Conference, in the solicitation for detailed information. Proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a contractor that represents the best overall value to the Government. All questions or inquiries regarding this solicitation are to be submitted electronically via IIPS to Leticia Potts, Contract Specialist. Offerors must be registered with Central Contractor Registration (CCR) in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov.
