Description

This is a Sources Sought Notice. This Sources Sought is issued for the purpose of market research in accordance with FAR Part 10.

The 99th Contracting Squadron (99 CONS) is conducting market research and attempting to gather information from qualified, experienced, and interested vendors who can perform the services described herein. Please review the draft documentation included in this notice. Specifically, please review Attachment 1 SOO Draft.

Request interested firms respond to the following:

  • Identify your firm's information (name, address, phone number, CAGE code).
  • Identify if your company is a large or small business. If applicable, identify what small business program(s) (i.e. SBA Certified 8(a), Service-Disabled Veteran Owned, HubZone, etc.) your company is certified as.
  • Identify the appropriate amount of calendar days required to respond to a Request for Quote.
  • Identify the timeframe needed from time of award to transition and begin the service.
  • After reviewing the attached documents, providing any additional feedback, comments, or response on how to improve this requirement is highly encouraged.

This notice is issued for planning purposes only. Responses to this notice will assist the Government in market research, identifying potential sources and as applicable, or assist the Contracting Officer in determining whether a future solicitation should be set aside. This notice does not service as a formal request for proposal or request for quote. Funding may not be made available to solicit the requirement. This Sources Sought is not intended to serve as an official notice to obligate the Government to award a contract and consequently the Government does not intend to pay for any bid/proposal preparation costs.

Background
The 99th Communications Squadron (99th CS) at Nellis Air Force Base is undergoing a significant network modernization effort. The goal of this contract is to acquire 450 flexible service credits to facilitate the installation and configuration of various IT systems, including VoSIP Call Manager, NIPRnet and SIPRnet VSAN, and VMware.

The 99th CS recognizes a shortage of specialized in-house IT expertise and aims to contract with IT companies to ensure seamless integration of new technologies while adhering to stringent Air Force directives.

Work Details
The contractor shall provide the following services:
1. VoSIP (Voice over Secure Internet Protocol) Call Manager initial installation and setup (50 Units).
2. NIPRnet and SIPRnet VSAN (Virtual Storage Area Network) initial installation and setup (200 Units).
3. VMware (Virtual Machine Software) on-site configuration and setup (200 Units).

The contractor will also provide technical support for the installation, configuration, and troubleshooting of these systems, ensuring operational continuity and interoperability. On-site support must include travel expenses, with contiguous hours of service required. A minimum Secret Clearance is necessary for personnel performing these tasks.

Period of Performance
The period of performance is for one year from the signature or receipt of purchase order.

Place of Performance
On-site work will be performed at Building 907, 6010 Fitzgerald Blvd, Nellis AFB, NV 89191.
