Description

This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes only as a solicitation; only quotes are being requested.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation of Cable/Satellite Television Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in accordance with the attached PWS (dated 1 Jul 26).

Background
The 99th Air Base Wing (ABW) is issuing this solicitation for commercial services to provide cable/satellite television installation and service at the Nellis Air Force Base Command Post.

The goal of this contract is to ensure that the Command Post has access to real-time life-saving information through cable/satellite TV, which is critical for emergency mass notification system activation and situational awareness during events such as active shooter situations or natural disasters.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation of Cable/Satellite Television Services as defined in the Performance Work Statement (PWS).

The specific tasks include:
- Installation of a multi-channel Cable/Satellite TV in the Control Area.
- Providing routing access to three additional office spaces within the Command Post.
- Ensuring that the installation includes options for basic news, sports, and entertainment channels.
- Conducting business between 8:00 a.m. and 4:00 p.m., Monday through Friday, except on Federal holidays or when the facility is closed due to emergencies or administrative reasons.
- Maintaining an adequate workforce for uninterrupted performance of tasks defined within this PWS.

Period of Performance
The contract will be performed from August 1, 2026, to July 31, 2027, with four option years extending through July 31, 2031.

Place of Performance
Nellis Air Force Base Command Post located at 4370 N. Washington Blvd., Building 620, Room 14, Nellis AFB, NV 89191.

Bidder Requirements
Bidders must provide a contract manager who will be responsible for performance oversight. Key personnel must include cable/satellite television service technicians. The contractor must comply with security requirements for base access and adhere to REAL ID Act requirements. All contractor employees must identify themselves appropriately when interacting with government personnel.
