All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. PURPOSE The purpose of this RFI is to conduct market research to find qualified vendors and to assist Network Contracting Office (NCO) 6 in determining if a future contract effort can be competitively awarded for a Set-Aside. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 324110 Petroleum Refineries with the Small Business Size Standard of 1,500 employees. If the Government determines there are qualified vendors this requirement, a solicitation will be published and posted on the Contracting Opportunities website. The Government will use this information solely to determine the appropriate acquisition strategy for this procurement. INTRODUCTION The Department of Veterans Affairs Central Virginia VA Health Care System, Richmond VA Medical Center has a requirement for the delivery of 44,000 gallons of # 2 Dyed Diesel Fuel to be delivered to fill its 4 new backup generator fuel tanks (11,000 gallons per tank) located at 1201Broadrock Blvd, Richmond, VA 23249. The facility also has an additional requirement for a monthly service to top off all emergency systems fuel tanks (estimated monthly delivery of 3,250 gallons). REQUIREMENTS NOTE: The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following item(s) for the Department of Veterans Affairs Central Virginia VA Health Care System, Richmond VA Medical Center, at 1201 Broad Rock Blvd, Richmond, VA 23249: Off-Road # Dyed Diesel Fuel Item Number Description Unit 1 Vendor to provide and deliver an initial delivery of 44,000 gallons of #2 Dye Diesel Fuel to fill 4 facility generator fuel tanks (11,000 gallons per tank). 44,000 Gallons 2 Vendor to provide a monthly top off service of all emergency systems fuel tanks at the Hunter Holmes McGuire VA Medical Center, 1201. Broad Rock Blvd Richmond, VA 23249. Estimate monthly average of 3,250 gallons per month (39,000 gallons annual total). 39,000 Gallons DESCRIPTION OF INFORMATION REQUESTED Vendors with a GSA schedule shall provide the contract number of that schedule and the expiration date as well as product NAICS codes. All items should be clearly identified if they are scheduled items or open market items. HOW TO RESPOND: All responses shall be submitted no later than 1:00 PM EDT Thursday January25, 2024. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) under the above NAICS code at http://www.sam.gov to be considered for an award.
