Background
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MICC Huachuca Division, intends to award a noncompetitive sole source contract to Micro Automation Inc. for maintenance and technical support of the Omni 911 system for the United States Army Garrison located at Fort Huachuca, AZ. This contract is justified under the authority of 10 U.S.C. 2304(d)(1)(B) due to the urgency and the proprietary nature of the services required.

Work Details
The contractor will provide maintenance and technical support for the Omni 911 system, which includes: software components and updates, hardware components repair or replacement, and 24/7 technical support for resolving any issues related to the Omni 911 system.

The contract consists of a base year plus four option years.

Period of Performance
Base Year: July 24, 2026 – July 23, 2027; Option Year 1: July 24, 2027 – July 23, 2028; Option Year 2: July 24, 2028 – July 23, 2029; Option Year 3: July 24, 2029 – July 23, 2030; Option Year 4: July 24, 2030 – July 23, 2031.

Place of Performance
Fort Huachuca AZ UNITED STATES

Bidder Requirements
The services can only be provided by Micro Automation Inc. due to proprietary software from Motorola Spillman that cannot be supported by any other source. Awarding to another source would lead to substantial duplication of costs that would not be recovered through competition.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract with Microautomation under W9124A23P0018 (E911 SYSTEM NEXT GEN UPGRADE) valued at $311,648 for 09/15/23–09/13/24. The current requirement for maintenance and 24/7 technical support of the Omni 911 system is consistent with a continuation of prior work supporting the same 911 system environment, including ongoing software/hardware support following an upgrade effort.
