Mission and Installation Contracting Command, Fort Eisenhower, GA intends to negotiate/award a sole-source contract with AT&T for the following items: 911 Call Handling Viper 7. The NAICS code is 513210.

The authority for this non-competitive award is 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 12:00 PM EST 14 August 2024, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.

Background
The Mission and Installation Contracting Command at Fort Eisenhower, GA intends to negotiate and award a sole-source contract with AT&T for the upgrade of the 911 Call Handling system to VIPER 7.

This contract is essential for the Emergency Communications Center (ECC) at Fort Eisenhower, which serves as a Public Safety Answering Point (PSAP) responsible for handling emergency calls. The upgrade is part of the DoD Digital Modernization Strategy aimed at converting legacy systems to Voice over IP (VoIP) technology, ensuring continuous emergency services for E911 calls.

Work Details
The contractor will provide labor and materials necessary to upgrade the current 911 Call Handling system to VIPER 7. Specific tasks include:
- Installation of VIPER 7 in existing cabinet/rack in the back room.
- Installation of Cisco switches in the back room.
- Installation of eight power station workstations in the main dispatch area, including two for Police and one for Admin.
- Deployment of ECATS, Txt-2-911 application, SCC mapping application, and training programs including Power 911 Admin training, Power 911 User training, CCS training, and SCC Mapping Admin training.
- Installation of 24” monitors at consoles.

The contractor must ensure compliance with OPORD 23-530 and provide a Quality Control Plan (QCP) to maintain service standards.
