Dinitrogen Tetroxide (N2O4)   2

The Government intends to procure Dinitrogen Tetroxide (N2O4) and provide related ancillary services in support of National Defense and the U.S. Space Program. Procurement will be solicited based on Full and Open Competition after exclusion of sources IAW FAR 6.302-3(b)(1)(v), which states, ?use of authority..may be appropriate when it is necessary to..create or maintain the required domestic capability for production of critical supplies by limiting competition to items manufactured in the United States or its outlying areas; or the United States, its outlying areas, or Canada.? N2O4 is used to support the Delta Rocket, NASA, DoD and commercial launch and satellite programs. The Contractor shall provide all production, storage facilities, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture, storage and distribution of N2O4 from the Contractor?s facility. Delivery is FOB Origin. The award will be a ten-year basic period with two five-year options, Fixed Price with Economic Price Adjust, requirements type contract. The contract ordering period will be from 01 October 2007 through 30 September 2017, 30 September 2022 if one option is exercised and 30 September 2027 if both options are exercised.
