Delivery Renewable Diesel and Unleaded Gas   2

Purchase & Delivery of Unleaded Gasoline and Low Sulfur Clear Diesel Fuel to two (2) above ground tanks located in the Lake Berryessa Field Office Maintenance yard at 5520 Knoxville Road, Napa, CA 94558.
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation number 140R2024Q0130 is issued as a request for quote (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) This acquisition is a total Small Business set aside. The NAICS code is 324110 with an associated small business size standard of 1,500 employees.
(v) The contract line items are listed in the price schedule of the solicitation package. When providing a quote, please complete the price schedule for each line item. An Excel document with formulas is include for your use.
(vi) The contractor shall provide Unleaded Gasoline and Low Sulfur Clear Diesel to Lake Berryessa Field Office, Napa, CA in accordance with the Specifications document that is included in the solicitation package.
(vii) The period of performance is listed in the Price Schedule and the Specifications document.
(viii) The provision 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the capability statement, price schedule and any past performance information the vendor would like to submit for fuel delivery services.
(ix) The provision 52.212-2, Evaluation- Commercial Products and Commercial Services, applies to this acquisition. Award will be based on Price and Past Performance.
(x) The provision 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services, applies to this acquisition.
(xi) The clause 52.212-4, Contract Terms and Conditions- Commercial Products and Commercial Services, applies to this acquisition. There are not any addenda to this clause.
(xii) The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Products and Commercial Services, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package.
(xiii) All additional contract clauses and provisions are included in the attached solicitation package.
(xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.

Background
The Bureau of Reclamation's Lake Berryessa Field Office (LBFO) is responsible for providing recreation facilities at Lake Berryessa in Napa, California. The agency's mission includes ensuring a safe environment for visitors and maintaining the facilities and grounds. To support these operations, the LBFO requires a consistent supply of unleaded gasoline and low sulfur clear diesel fuel for vehicle and equipment use. This contract aims to secure the purchase and delivery of these fuels to the LBFO maintenance yard.

Work Details
The contractor shall provide the following products under this contract:
- Unleaded Gasoline: 12,500 gallons annually
- Low Sulfur Clear Diesel: 2,000 gallons annually
- Delivery of Unleaded Gasoline: 5 deliveries per year
- Delivery of Low Sulfur Diesel: 5 deliveries per year

The fuel will be delivered to two above-ground tanks located at the LBFO maintenance yard:
- 2,000-gallon unleaded gasoline tank
- 500-gallon low sulfur diesel tank
Each delivery shall not exceed the total available tank capacity for each fuel type. The contract includes a base year and four option years with specific quantities outlined for each period.

Period of Performance
Base Period: November 1, 2024 – October 31, 2025;
Option Year 1: November 1, 2025 – October 31, 2026;
Option Year 2: November 1, 2026 – October 31, 2027;
Option Year 3: November 1, 2027 – October 31, 2028;
Option Year 4: November 1, 2028 – October 31, 2029.
