Background
The U.S. Fish and Wildlife Service (FWS) is issuing a 10-Year Bulk Fuel Blanket Purchase Agreement (BPA) for the Cross Creek National Wildlife Refuge located in Dover, Tennessee.

The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. This contract aims to ensure a reliable supply of unleaded gasoline and clear diesel fuel for operational needs at the refuge.

Work Details
The contractor shall provide bulk unleaded fuel (87 Octane with 10% ethanol) and clear ultra-low sulfur #2 diesel fuel.

The estimated usage is approximately 5,000 gallons of on-road diesel fuel and 4,000 gallons of unleaded gasoline annually. Delivery loads will range from a minimum of 200 gallons to a maximum of 1,000 gallons per fuel type. All deliveries must be made within one day of notification and must be accompanied by delivery tickets signed by an agency contact. The contractor will be responsible for unloading the fuel directly into the facility’s storage tanks located at 643 Wildlife Road, Dover, TN 37058. The authorized limit for this BPA is $750,000 over its ten-year life.

Period of Performance
The period of performance for this contract spans from June 15, 2026, to June 14, 2036.

All deliveries will be made to Cross Creeks National Wildlife Refuge at 643 Wildlife Road, Dover, TN 37058.
