Background
The Department of the Navy, Military Sealift Command (MSC), Ship Charter Contracts Division (N103) is issuing a justification and approval (J&A) for a sole-source contract to Hornbeck Offshore Services, LLC (HOS) for the time charter of a U.S. flag vessel.

This action is necessary due to unusual and compelling urgency related to the U.S. Navy's submarine rescue capabilities, specifically the Submarine Rescue Diving and Recompression System (SRDRS). The SRDRS is critical for ensuring submarine crew safety and meeting alliance commitments.

Work Details
The contract involves providing one US flag, Jones Act qualified vessel to function as a surface support ship primarily for submarine rescue operations.

The vessel will support the U.S. Navy's submarine rescue missions utilizing the Assessment Underwater Work System (AUWS) and SRDRS, including training for these missions. Key capabilities required for the vessel include:
- Launch, recovery, and handling interfaces for SRDRS modules;
- Integrated power, communications, and data infrastructure;
- Deck foundations and clearances for pressure chambers, decompression equipment, and transfer-under-pressure systems;
- Shipboard safety, ventilation, and gas management systems suitable for diving and recompression operations.

This award will allow the continuation of SRDRS certification testing at the conclusion of an existing contract.

Period of Performance
The contract will have a 90-day base period followed by three one-month option periods, totaling 181 days.

Place of Performance
The vessel will normally operate in the vicinity of designated operational areas as required by the U.S. Navy.
