Background
The solicitation is for an indefinite delivery/indefinite quantity (IDIQ) contract for architect-engineer services for civil engineering at various Navy and Marine Corps facilities and other military installations located in the Naval Facilities Engineering Systems Command Southwest Area of Responsibility (AOR), covering California, Arizona, Nevada, Colorado, New Mexico, and Utah. The contract will be a total 8(a) small business set-aside procurement with a small business size standard of $22.5 million under NAICS Code 541330 (Engineering Services). The contract will be for a base period of 2 years and two 3-year option periods, with a total fee not to exceed $20,000,000. The minimum value of individual task orders executed under this contract is $5,000, and the maximum value is $750,000. The estimated start date is April 2023.

Work Details
The work includes architect-engineer services for civil engineering, primarily preparation of Design-Bid-Build (DBB) construction contract packages. The prime contractor must demonstrate adequate in-house staffing capable of self-performing at least 50% of the work.
