This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. This contract is a single award Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with an effective date of July 1, 2025. The Government will only pay for quantities that are ordered and for which the services are fulfilled. Quoted pricing should comply with Section B.2 Price Schedule estimated quantities per ordering period and delivery location. Contractor may offer alternate pack sizes; however, the estimated quantities shall be adjusted accordingly. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract.

Background
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, located at 124 E. Hwy 67, Suite 100 Duncanville, TX 75137, is seeking a contractor for the supply and delivery of fresh bread products. This contract is aimed at supporting the nutritional needs of veterans and their families through the provision of quality bakery items. The contract will be a single award Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract effective from July 1, 2025.

Work Details
The contractor will supply and deliver various types of fresh bread products as specified in the B.2 Price Schedule. The estimated quantities for each product are as follows:
- Bread, sandwich loaf, white, enriched, pan baked, fresh type I: 9620 loaves
- Bread, 100% Whole Wheat or whole grain: 9880 loaves
- Bread Jewish Rye: 40 loaves
- Rolls, English Muffins: 50 packages
- Rolls, Hamburger (white): 1350 packages
- Rolls, Hamburger (whole wheat): 3025 packages
- Rolls, Hot Dog (white): 50 packages
- Rolls, Parker House: 2500 packages
- Rolls, Hoagie: 1000 packages
- Bread, Texas Toast: 1150 loaves
- Bread, Cinnamon Swirl: 600 loaves
- Bread, Rye Pan Baked Round Top Sliced: 250 loaves.
Quantities are estimates and may vary based on actual orders placed by the government. The contractor must ensure that all products delivered have a minimum shelf life of seven days from the date of delivery.

Period of Performance
Base period from July 1, 2025 to June 30, 2026 with four option years extending through June 30, 2030.

Deliveries will be made to various VA Medical Centers including:
