NOTICE OF INTENT TO SOLE SOURCE

This is not a request for quotes.
A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements.

In accordance with FAR 8 and 13, the Department of Interior-US Fish and Wildlife Service Joint Administrative Operations-Acquisition and Property Operations-Goods and Services, intends to award a sole source action with Moore-Clark U.S.A. Inc. to provide special diet fish feed for the endangered Atlantic Salmon for the Green Lake National Fish Hatchery (NFH) in Ellsworth Maine.
Green Lake National Fish Hatchery (NFH) raises endangered Atlantic Salmon (Salmon salar) for recovery of the Gulf of Maine Distinct Population Segment. Green Lake NFH requires the purchase of fish food to complete the production of the current year's fish. Our fish have been fed Nutra Olympic diet since they were fry (nearly 100% of their lives) thus, Green Lake NFH requires the Nutra Olympic feed to remain consistent with what the fish are currently consuming. Changing the fish's diets "mid-stream" could have deleterious effects. A high quality and consistent diet is critical to the success of the hatchery program. Bio Oregon's Nutra Olympic food is a proven diet that is palatable and has demonstrated healthy growth and high survival under our intensive fish culture conditions at Green Lake NFH.
This procurement is a sole source requirement and is not a solicitation or a request for competitive quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM ET on July 25, 2024, by sending an email to the Contracting Point of Contact: Lee Ann Riley, Contracting Specialist, lee_riley@fws.gov. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this announcement.

Background

Work Details
The contractor shall furnish 7,304 pounds (3,313 Kg) of a 2.5 mm extruded dry diet and 35,200 pounds (15,966 Kg) of a 3.0 mm extruded dry diet for parr-size Atlantic salmon (Salmo salar). The feed must meet specific requirements such as having a current Best Aquaculture Practices (BAP) Certification, being air cooled, composed of high-quality fishmeal and fish oil content promoting rapid growth, among other salient characteristics.
The feed must also meet specific product specifications including minimum crude protein, crude fat, maximum ash and moisture content, as well as packaging and shipment requirements.
