Description

Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing a Request for Proposals (RFP) N3220525R4070 for an 85-day tanker time charter. The MSC's mission includes providing strategic sealift capabilities to support U.S. military operations. This procurement is being conducted under contracting procedures.

Work Details
The contractor is required to provide one clean, approved U.S. Jones Act compliant vessel, which can be an Articulated Tug and Barge (ATB), Integrated Tug and Barge (ITB), Non-connected Tug and Barge, or double-hull MR Tanker. The vessel must have an Inert Gas System (IGS) or equivalent and Segregated Ballast Tanks (SBT). It should carry a minimum of 230,000 barrels of clean product for MR Tankers or 150,000 barrels for ITB/ATB/Non-Connected Tug and Barge.

Specific requirements include:
- Vessel must be part of the Ship Inspection Report (SIRE) System with a Q-88 dated no earlier than 60 days prior to submission.
- Age restrictions apply based on vessel type; older vessels must provide additional documentation.
- Vessels must meet specific size limitations: maximum LOA of 201 meters, DWT of 50,000 MT, beam of 32.3 meters, and manifold height above waterline of 13.00 meters.
- Speed requirements: minimum Speed of Advance (SOA) of 13 knots for MR Tankers and 9-10 knots for ATB/ITB/Non-connected Tug and Barge in moderate weather.
- Compliance with safety management and security certification requirements.
- Vessels must be ready for internal tank inspections upon arrival at the load port, certified as gas-free by a Certified Marine Chemist.
- Monthly reporting on voyage status is required along with pre-arrival notifications.

Place of Performance
The contract will be performed along the U.S. West Coast with delivery intentions at Selby, CA and redelivery at Point Loma, CA.
