85-day Dry Cargo Time Charter   4

Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for an 85-day Dry Cargo Time Charter. The goal of this contract is to procure vessel(s) capable of meeting specific transportation requirements to support resupply operations. This procurement is being conducted under a focus on commercial products and services.

Work Details
The contractor will provide U.S. or foreign flag, self-sustaining Lift-On/Lift-Off (LO/LO), breakbulk vessel(s) capable of carrying a minimum of 750 TEUs and an additional 25,000 square feet of cargo space. Each vessel must meet the following specifications:
- Minimum capacity of 750 TEUs with an average container weight of 30,000 lbs and at least 50 Reefer Plugs (230V/60HZ/3 PHASE).
- One 20-foot ISO container spreader bar and one 40-foot ISO container spreader bar, both weight tested.
- A minimum of two cranes with a lifting capacity of 100 MT per crane.
- Maximum overall length not exceeding 180 meters (590 feet) and a laden draft not exceeding 9.7 meters (32 feet).
- Capability to maintain a minimum speed of 15 knots when laden and a range of at least 10,000 nautical miles unrefueled.
- Compliance with IMO Polar Code Classification C regulations and all MARPOL regulations.
- Vessels must arrive fully bunkered for mission operations using MGO south of 60 degrees latitude, with all required certifications current for the duration of the charter period.
- Holds must have a minimum tween deck height of 9 feet and tank top deck height of 12 feet.
- Berthing for Supercargo and technicians at Port Hueneme, CA is required, along with inspection by a national cargo representative prior to loading.

Period of Performance
The charter period is set for 85 days for each charter awarded, with laydays commencing on December 19-20, 2024, for Charter One and January 3-4, 2025, for Charter Two.
