Solicitation Number: 36C10G23R0001 Notice Type: Combined Synopsis/Solicitation Synopsis: COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for VA Burial Flags prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 36C10G23R0001 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-08 effective September 23, 2022. Requirement Description: The VA provides interment flags as an entitlement/benefit for families of deceased Veterans. The supplies of flags are stored at VA Medical Centers (VAMC), post offices, and VA cemeteries for issuance to the families of eligible deceased Veterans. The Office of Acquisition and Logistics Service and Distribution Center (SDC) supplies flags for Veterans Benefits Administration, and distributes them to VAMCs, VA Cemetery Offices, and United States Post Offices. The interment flag is a consumable commodity provided to the families of deceased Veterans in accordance with Federal Benefits for Veterans, Dependents and Survivors Chapter 7, and Burial and Memorial Benefits Burial Flags. The Government plans to award a minimum of two and a maximum of five Definite Quantity, Firm Fixed Price with Economic Price Adjustment contracts as a result of this solicitation; however, VA reserves the right to award less or more based on a Best-Value Trade-Off evaluation of the named factors. Proposals shall contain the contractor s best offer for VA burial Flags. The Government reserves the right to award without discussions. This acquisition is unrestricted and is not set-aside for small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 314999 All Other Miscellaneous Textile Product Mills and the associated size standard is 500 employees. This acquisition is in accordance with FAR Part 12 - Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15 - Contracting by Negotiation for VA Burial Flags. All interested parties are required to propose to at least one Contract Line Item (CLIN) per contract year (Base Year and each of the four 12-month Option Years) in accordance with Attachment A Proposed Delivery Schedule and Attachment B Price Per Flag. This procurement effort is to establish multiple contracts with a one-year base period and with four 12-month option periods. Delivery is FOB Origin and requires delivery to the Service and Distribution Center in accordance with the delivery schedule. The FAR provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition including attached addenda to the provision. The FAR provision at 52.212-2, Evaluation - Commercial Items, and the specific evaluation criteria in the attached addenda also applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer, if not available in the System for Award Management (SAM). The FAR Provision found at 52.204-7(b)(1) requires that All interested Offerors must be registered in SAM prior to submitting an offer or quotation.
