This notice is being updated to post Amendment P00003 of the RFP. Potential Offerors shall carefully review attached documents.

This notice is being issued as a Request for Proposal under solicitation number 80AFRC22R0003. The principal purpose of Facilities Operations and Maintenances Services (FOMS) is to provide the NASA AFRC Facilities Engineering and Logistics Management Branch with all facility operations, maintenance, repair, janitorial services, grounds-keeping services, and other directly related miscellaneous services for all infrastructure/facilities (buildings, utilities, structures, and related systems) and assets (equipment and utility infrastructure).

This is a competitive 8(a) set-aside requirement.

Offerors shall follow all instructions listed in E.3.6 Electronic Submission of Proposals - Proposal Marking and Delivery Through NASA's EFSS Box (May 2021) of the attached RFP for submission instructions. Proposals are due no later than 2:00pm PT on July 12, 2022.

Background
The solicitation is for Facilities Operations and Maintenance Services (FOMS) at the NASA AFRC Facilities Engineering and Logistics Management Branch. The principal purpose of the contract is to provide facility operations, maintenance, repair, janitorial services, grounds-keeping services, and other directly related miscellaneous services for all infrastructure/facilities and assets at the NASA AFRC.

Work Details
The contract includes various performance elements such as lost time injuries reporting, regulatory fines and notices of violation reporting, monthly work order completion percentage, repair completion discrepancies, deliverables, qualifications and licenses reporting, contractor personnel participation in safety training/certification reporting, contractor personnel required training/certification reporting, skill mix requirements for personnel with expertise in different roles such as Site Manager, Maintenance Manager/Deputy Site Manager, Quality Control/Safety Health & Environmental Manager, RCM Manager. The work statement also details specific tasks and responsibilities including facilities operations and maintenance, work order classifications, asbestos and lead abatement, preventive maintenance, maintenance records keeping, maintenance and repair of buildings and structures, plumbing and pipefitting, HVAC/R maintenance, electrical equipment maintenance, generators maintenance, storage tanks maintenance, fire protection systems maintenance, RCM program management, boiler systems maintenance, traffic control maintenance and repair requirements, annual work plan development and execution.

The place of performance is the National Aeronautics and Space Administration's (NASA) Armstrong Flight Research Center (AFRC), including the main center at Edwards Air Force Base (EAFB), California 93523.
