Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6095 for the charter of a tanker vessel. The goal of this contract is to secure a vessel capable of meeting specific transportation requirements for military operations, particularly in the Mediterranean Sea region. Work Details
The contractor will provide one clean, approved U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must carry a minimum of 235,000 barrels of clean product (intentions JA1 or F76) and meet the following specifications:

- Provide detailed stowage plans demonstrating compliance with loading requirements for both F76 and JA1 products.
- Ensure all cargo tanks are compatible with intended cargo and certified gas-free by a Certified Marine Chemist prior to loading.
- Submit monthly reports detailing vessel position/status and other operational metrics as specified.

The charter period is approximately 80 days, commencing on June 29, 2026, and cancelling on June 30, 2026.

Place of Performance
Mediterranean Sea, with delivery options including St. Theodore, Greece for delivery and Piraeus, Greece for redelivery.

Bidder Requirements
Bidders must provide documentation confirming compliance with various safety and operational standards including:
- Valid USCG Certificate of Inspection for U.S. flagged vessels or equivalent for foreign flagged vessels.
- Current Safety Management Certificate from Class Society.
- International Ship Security Certificate from Flag State.
- Detailed vessel itinerary from offer submission to intended arrival at load port.
- Certificates of Quality for the last three cargoes loaded by the vessel must be provided along with any relevant test data.
