9. PHASE TWO TAB D FACTOR 3 TECHNICAL APPROACH
9.1. SUBMISSION REQUIREMENTS. The Offeror will submit a proposal for the sample/seed project
utilizing R.S. Means Cost Works.
9.2. EVALUATION CRITERIA:
9.2.1. Offerors will be evaluated on the technical approach in utilizing the applicable Construction
Specification Institute (CSI) numbers and appropriate quantities from R.S. Means.

9.1. SUBMISSION REQUIREMENTS. The Offeror will submit a quantitative proposal for the
sample/seed project utilizing R.S. Means Cost Works. Offerors final proposed price will be submitted on
Cost Breakdown Schedule D and offeror shall provide ALL supporting documents (R.S. Means break out,
non-priced items, etc.). Offeror's proposal shall be prepared and meet the requirements as stated in Notes
To Offeror.
9.1.1. Offerors shall apply their proposed Area Coefficient for Fort Benning and their proposed Home
Office Overhead for the base period to the SEED project
9.2. EVALUATION CRITERIA:
9.2.1. Offerors will be evaluated on the technical approach in determining a price proposal utilizing the
applicable Construction Specification Institute (CSI) numbers and appropriate quantities from R.S. Means.
Offerors will also be evaluated on how well they understand the required application of the proposed
coefficient and mark-ups.
9.2.2 The Government will evaluate strengths, weaknesses and any deficiencies in the submission. Based
on the submission provided, the Government will evaluate the Offeror's overall quantitative approach for
logic and reasonableness. The Offeror will also be evaluated on how well defined, clear and well supported
the approach is for the SEED project.
