Description

This is a Request for Information (RFI) notice with the overal objective of conducting market research in support of preliminary planning for the acquisition of a potential Flag Barge. This RFI seeks to provide industry and interested parties with information that will assist in the understanding of current technical requirements for a potential Flag Barge. See attached document for additional information and submission instructions.

This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. Background
The Department of the Navy, through the Naval Sea Systems Command, is conducting market research to support preliminary planning for the acquisition of a potential Flag Barge for the U.S. Seventh Fleet. The goal of this Request for Information (RFI) is to gather insights from industry and interested parties regarding current technical requirements for such a vessel, which has historically supported diplomatic and inter-service meetings since 1979.

Work Details
The RFI outlines the need for a Flag Barge that meets specific technical specifications and operational capabilities. Key requirements include:
- Hull material: Single-skin, glass reinforced plastic and vinylester resin
- Length Overall: 10.0m (32.8ft)
- Beam Overall with fendering: 3.35m (10.9ft) minimum
- Maximum Full Load Draft: 1.25m (4.1ft) Baseline
- Air Draft: 16ft Maximum
- Total Installed Fuel Capacity: 90 gal minimum
- Cruising Speed: 15 kts minimum in full load
- Capacity: Maximum of 21 passengers and 3 crew members
- System Integration with USS Blue Ridge (LCC-19) including specific hoisting and deck requirements
- Interior design must reflect traditional nautical decor without non-traditional features
- Compliance with USCG regulations for safety equipment and operational safety standards
- Provision of all OEM documentation, maintenance records, and warranty information for installed components.

Additionally, interested parties may submit capability summaries detailing their qualifications and relevant experience in building similar vessels.

Period of Performance
The Navy plans to award a contract in FY26, with an estimated delivery of one boat to Yokosuka, Japan, anticipated in the 4th Quarter of FY26.
