Dover PACS Security System

Background
The United States Geological Survey (USGS), Office of Acquisition and Grants, Reston Branch, has a requirement to install a Personnel Access Control System/Alarm System for the Maryland-Delaware-District of Columbia Water Science in Dover, Delaware. The solicitation is a Competitive Request for Quotation (RFQ) 140G0124Q0035 and is a small business set-aside. The site visit is scheduled for November 30, 2023, at 11:00 am ET at MD-DE-DC Water Science Center 1289 McD Drive Dover, DE 19908. Quotes may be only e-mailed to mdixon@usgs.gov. Responses are due on December 8, 2023, at 5:00 pm MT. Vendors must be registered to be awarded the purchase order. All responsible sources may submit a quotation which shall be considered by the agency.

Work Details
The USGS requires the installation of a Personnel Access Control System/Alarm System in compliance with Homeland Security Presidential Directive 12 (HSPD-12), Federal Information Processing Standards-201 (FIPS-201), and National Institute of Standards & Technology (NIST) guidelines. The system will utilize federally standardized Personal Identification Verification (PIV) Credentials to gain access into secure areas. The installation includes specific requirements for PACS system architecture, access control functional requirements, reporting requirements, security camera requirements, alarm system requirements, general installation, coordination of work, painting, patching, replacement, manufacturer's literature, user instruction, testing and cutover, startup service, warranty work and service.
