FY26:QGenda Staff Scheduling Program Software Intent to Sole-Source

Background
The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of GSAM/R 538.7104-3(b), as outlined in Executive Order 14275. The identified vendor, SDVOSB Government Marketing & Procurement LLC (GMP), is the sole authorized federal distributor of QGenda solutions under GSA MAS Contract GA07F187GA. GMP is the only vendor authorized to provide software licensing, updates, enhancements, patches, and technical support fully compatible with VA systems.

Work Details
The contractor shall provide QGenda SaaS Licensing and Support Services for the VA-approved scheduling and workforce management system. QGenda is the only solution authorized by the VA Information System Security Officer (ISSO) for this requirement and is the only FedRAMP-authorized and VA ATO-approved SaaS scheduling platform that meets VACHS’s operational, integration, and security needs.

The VA Digital Transformation Center (DTC) validated that QGenda uniquely satisfies all VA cloud, SaaS, and NIST cybersecurity requirements. GMP possesses the required manufacturer authorization, proprietary tools, technical documentation, and support capabilities that are not available to third-party vendors. All quotes, invoices, and orders must be issued through Government Marketing & Procurement LLC in accordance with GSA MAS Contract GA07F187GA.

Bidder Requirements
