Equis 2022 Software

The US Environmental Protection Agency (EPA), Region 2 intends to award on a Sole Source basis, under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. Award will be made to EarthSoft, Inc. for the purpose of procuring the Environmental Quality Information System (EQuIS) Enterprise and Professional License Portfolio upgrade, EQuIS EDP and EQuIS EDGE License Portfolio upgrade with one year maintenance agreement and a one-time Oracle to SQL Server Migration.
The EQuIS software upgrade and maintenance availability is limited to Earthsoft, Inc. because EQuIS is proprietary to EarthSoft, Inc.; it is owned, authored, published and maintained by EarthSoft, Inc. only. There is no other software substitute.
This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA's requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 13 calendar days of the posting of this notice.
A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
