This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13.5, Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The combined synopsis/solicitation number is 36C25625Q1099. This is a Lowest Priced Technically Acceptable (LPTA) solicitation. 3. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 (eff. 06/11/2025) 4. This requirement is a 100% Service Disabled Veteran Owned Small Business set aside. The North American Industry Classification System number is 517810 size standard $40M. 5. Place of Performance: Overton Brooks VA Medical Center 510 East Stoner Ave. Shreveport LA 71101-4295 6. Period of Performance: Base (12 months) plus Four 12 month Option Years. 7. Site Visit: A site visit is not required. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. 8. All questions regarding this solicitation shall be submitted, via email, to the Contract Specialist Eugene Jackson Eugene.jackson2@va.gov no later than 3:00PM Central Time on September 2nd, 2025. 9. APPLICABLE Provisions and Clauses: The provision at 52.212-1 Instructions to Offerors Commercial Products and Commercial Services, applies to this acquisition. Background
This solicitation is issued by the Department of Veterans Affairs, Network Contracting Office 16, for the purpose of providing telematics for agency-owned vehicles at the Overton Brooks VA Medical Center. The goal is to enhance vehicle tracking and monitoring capabilities in compliance with Executive Order 13963 and VHA Directive 0637. This contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBC).

Work Details
The contractor shall provide all labor, equipment, and materials to install telematics devices in approximately 32 government-owned vehicles. The installation must comply with OEM guidelines and not void any warranties.
