Sources Sought This is a Sources Sought only. As part of its Market Research, NCO 21 is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing services as further described in the drafted statement of work that is brand name or equal. The Government may use the responses to this RFI for information and planning purposes. The drafted statement of work (SOW) describes only the currently contemplated possible scope of work and may vary from the work scope in a final SOW included in any Request for Quote (RFQ). The contractor will be providing subscription to a multi-product rehabilitation professional platform for the VA Sierra Pacific Network (VISN 21), 201 Walnut Ave, Vallejo, CA. 94592. There is no solicitation document as this time. The NAICS is 513210 Software Publishers, with Small Business size of $47.0M. NOTE: Please ensure that System For Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement. Clearly identify what functions/experience/resources your company has and will be able to perform independently of a subcontractor. General Information 1.0 Introduction The Department of Veterans Affairs (VA) Veterans Integrated Service Network 21 (VISN 21) requires a license for the VISN 21 rehabilitation professionals (long term care administer, recreational specialist, physical therapists, occupational therapists, speech/language therapists and their assistants) for a subscription to a multi-product rehabilitation professional platform. This subscription will be accessible to VA rehabilitation service clinicians and clinician assistants for use across the VISN 21 network and it s CBOCs including offsite/remote and mobile access. This platform is the access point for continuing education, live webinars, certification preparation, compliance, home exercise prescription and patient education will provide VISN 21 recreational therapists, RNs, physical, occupational, and speech/language therapists with information to directly support patient care in the rehabilitation realm. Performance Period: Base Plus Four (4) One-Year Option periods Estimated Period of Performance Description Qty Base 9/2026-9/2027 Medbridge subscription for Silver (Lite) 472 Option Year 1 9/2027-9/2028 Medbridge subscription for Silver (Lite) 472 Option Year 2 9/2028-9/2029 Medbridge subscription for Silver (Lite) 472 Option Year 3 9/2029-9/2030 Medbridge subscription for Silver (Lite) 472 Option Year 4 9/2030-9/2031 Medbridge subscription for Silver (Lite) 472 Objectives The desired goal is to establish the VISN-wide provision of an electronic platform to support the specialists that make up the rehabilitation service organizations across VISN 21. Specifically, unlimited access to educational evidence-based continuing education with accredited video based online courses, patient education and home exercise interactive material, and mobile device applications to improve Veteran experience, adherence and satisfaction during their his/her rehabilitation process. Providing access VISN-wide to a rehabilitation oriented clinical course library of material that supports rehabilitation specialists (physical therapists, occupational therapists, et al.), benefit rehabilitation patient research and clinical staff throughout the VISN. Provide rehabilitation clinicians and assistants VISN-wide access to the content of this platform to VA designated rehabilitation employees. Have a VISN-wide centralized purchase to capitalize on the economies of scale offered by the vendor. Negotiate one license/contract to decrease the current contracting and reviewing efforts that are required at the facility level, and thereby avoid costs and workload associated with multiple procurements. Allow VISN wide monitoring of usage of subscription. The use of a virtual platform allows for home exercise and education prescription, and continuing education opportunities provide a valuable resource to our Veterans and clinicians. Scope of Work: The vendor will provide all rehabilitation organization sites in VISN 21 with access to a single, online web-based rehabilitation resource product. Users are to have immediate access from any web-enabled computer on a network within VISN 21. It is required that all authorized remote users of VPN, Citrix or Athens can have access via any VA networked computer and/or CPRS. Allow mobile access when available. Product/Information Scope: VISN 21 subscription to the rehabilitation, point of care, online database of rehabilitation continuing education, live webinars, certification preparation, compliance, and patient engagement content, plus associated graphs, tables, images, etc. that support the context of the written material. Product/Information Quality: Resources are accurate, authoritative, relevant and current. The sources are well-regarded in their allied health and general medical and nursing fields and include any images, animations, tables and diagrams. Usability: Navigation within the clinical decision support tool is logical and easy, providing fast access to topics and subtopics. Topic linking or indexing retrieves electronic content of high relevance quickly. There are user friendly help and direction aids. Access, content, support: Product/service is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS. The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 21 users region-wide. System downtime is minimal and VA project manager is notified when such occurs. Single point of contact for customer service issues is assigned to VA. Questions are responded to on the same business day. Usage statistics are available to the system administrator on an enterprise level. The product should be accessible via a variety of mobile devices including the Blackberry, smart phones, tablets, and iPads. The contractor should offer training services. On an as-requested basis, the vendor will arrange training sessions (web-based or live) to train VISN 21 library staff and/or healthcare providers on use of the product. Specialized training sessions may be requested for VISN 21 Rehab and Extended Care Point of Contact. Availability of usage statistics at an IP level on a quarterly schedule is highly desirable.
