STATEMENT OF WORK OMNICELL OMNIEXPLORER SOFTWARE LICENSE Wilmington VA Medical Center BACKGROUND The Pharmacy at the Wilmington VA Medical Center, located at 1601 Kirkwood Highway, Wilmington, DE 19805, has a firm fixed price requirement for Omniexplorer Software to enhance its Omnicell Drug Dispensing Cabinets. The Wilmington VA Medical Center (WVAMC) provides care in the outpatient, inpatient, long-term care, and ambulatory care settings and requires medication to be available at the point of care in a safe and secure manner. WVAMC has a decentralized model and has deployed Omnicell automated dispensing cabinets throughout the facility and associated Community-based Outpatient Clinic (CBOC) units. The Omnicell cabinets in the field communicate with the server in the pharmacy to allow the pharmacy to restock dispensed items, remove expired and recalled drugs quickly, and to run reports to analyze usage trends and prescribing patterns. WVAMC pharmacy hours of operation are from 7AM to 11PM and from 11PM to 7AM ET; a remote pharmacy performs order processing. Most of the commonly needed urgent medications are stocked in the Omnicells. Often an urgently needed item is not available in the Omnicell in one area but is available in another location. In such situations, the current protocol requires intervention from the Nurse Officer on Duty (NOD) and/or the on-call pharmacist. The NOD looks through a printed binder to locate the drug and obtain it from another location. This process is manual and not accurate as the printed list is reflective of stock the day it was printed (list updated every quarter). Overall, this process causes delay in patient care. OBJECTIVE With the Omnicell Omniexplorer Software nurses will be able to view availability of a drug in real time. If any urgently needed medication is not available where the patient is located, the nurse will be able to locate and obtain the medication from another area within WVAMC and its CBOCs. This will reduce delay in patient care and reduce the number of calls made to the NOD and/or on-call pharmacist. SALIENT CHARACTERISTICS Omniexplorer Software would enable nurses to view real-time contents of other Omnicells within the medical center and its CBOC s, which in turn would help with urgent orders when a drug is not available in the current Omnicell. Adding this software would increase the availability of drugs thus preventing delay or missing medications during the hours when the Inpatient Pharmacy is closed. SCOPE OF WORK The Omniexplorer Software will add the ability for communications between all Omnicells within the facility and its CBOC s, increasing the visibility of the contents of all Omnicell Dispensing Units within the facility. The software will network directly with the existing OMNICELL server. HOURS OF OPERATION for Service: Software coverage will be provided 24 hours per day, 7 days per week. Service personnel from Omnicell are required to solve all software and hardware related issues. PATIENT PRIVACY AND DATA SECURITY Omnicell Omniexplorer communication will be via a secure dedicated server. During repairs or maintenance of the equipment vendor will abide by all Federal and Local VA policies with regards to patient privacy. The contractor shall ensure the confidentiality of all patient and employee information and shall be held liable in the event of breach of confidentiality according to federal regulations contained in HIPPA. Any person who knowingly or willingly discloses confidential information from the VA Medical Centers may be subject to fines of up to $50,000 and may be subjected to civil litigation from the patient(s). The contractor shall be compliant with VA Handbook 6500, Information Security Program. PLANNING AND INSTALLATION Contractor shall develop a project implementation strategy with WVAMC to include the preparation of buildings, establishing telecommunications, etc., if necessary. Vendor will provide support for installation, implementation, and training of staff.
