Background
The Department of Veterans Affairs (VA) Financial Services Center operates an enterprise electronic commerce middleware environment to facilitate system-to-system transaction exchanges between internal applications and external partners. The goal of this contract is to ensure continued operation and support of the IBM B2B Gateway middleware platform, which is essential for the exchange of financial and supply chain transactions.

Work Details
The contractor will provide software licensing, maintenance, and technical support services for the existing middleware environment. Key requirements include:

1. **Software Licensing**: Continued licensing for the IBM B2B Gateway middleware platform.

2. **Maintenance and Support**: Services to maintain operational capability, ensuring compatibility with current transaction mappings and workflows.

3. **Secure Electronic Transaction Gateway**: Support for secure exchanges between internal systems and authorized external partners, including encrypted communication channels.

4. **Business-to-Business Transaction Processing**: Capabilities for receipt, validation, processing, and delivery of electronic transactions.

5. **Data Transformation and Message Translation**: Configurable capabilities to transform data between different formats used by partners and internal applications.

6. **Industry Transaction Standard Support**: Compliance with EDI standards and other messaging formats relevant to financial, supply chain, and healthcare transactions.

7. **Transaction Routing and Processing Rules**: Configurable routing based on business rules for directing transactions appropriately.

8. **Secure Communication Protocol Support**: Use of secure protocols consistent with Federal information security requirements.
