Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on Distributed Solutions’ prior contract (47QTCA18D0095-36C10B23F0009) for ECMS Automated Acquisition Management Solution (AAMS) annual maintenance, customization, and transition to a SaaS managed service subscription valued at $117,996,339. The described CMS scope—enterprise contract writing, document generation, workflow/process automation, and end-to-end acquisition lifecycle management including pre-award through post-award activities—aligns closely with the prior ECMS/AAMS managed service and customization work that would support continued operation and enhancement of an integrated electronic contract management environment.
