Description

Background
The United States National Ice Center (USNIC) operates under the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA). Its mission is to empower mariners and Naval forces with high-quality, timely snow, sea- and lake-ice products and forecasts. This acquisition supports the USNIC's goal of safeguarding life and property at sea, enhancing Naval maneuverability, and providing critical decision support services through the analysis of ice conditions.

The USNIC collaborates with various agencies including the U.S. Navy and Coast Guard to deliver comprehensive marine forecasts. The contract specifically focuses on the provision of Synthetic Aperture Radar (SAR) imagery, which is essential for monitoring ice conditions in high latitudes, particularly during periods of limited visibility.

Work Details
The contractor is required to deliver Synthetic Aperture Radar (SAR) Data as specified in the Statement of Work (SOW). The contract includes the following line items:

- **CLIN 0001**: Delivery of Synthetic Aperture Radar (SAR) Data for the Base Year.
- **CLIN 1001**: Delivery of SAR Data for Option Year I.
- **CLIN 2001**: Delivery of SAR Data for Option Year II.
- **CLIN 3001**: Delivery of SAR Data for Option Year III.
- **CLIN 4001**: Delivery of SAR Data for Option Year IV.

All deliveries must comply with the performance requirements outlined in the SOW, which includes unclassified, all-weather, day/night SAR imagery to support USNIC's global ice monitoring and the U.S. Coast Guard's International Ice Patrol (IIP). The contractor must provide satellite tasking, remote sensing, data acquisition, processing, and delivery capabilities.

Period of Performance
Base Year: 12/06/2026 to 12/05/2027; Option Year I: 12/06/2027 to 12/05/2028; Option Year II: 12/06/2028 to 12/05/2029; Option Year III: 12/06/2029 to 12/05/2030; Option Year IV: 12/06/2030 to 12/05/2031.

Place of Performance
The geographic location for performance involves operations relevant to U.S. maritime environments including polar regions and areas monitored by USNIC.

Bidder Requirements
Bidders must be capable of providing all necessary satellite tasking and data delivery capabilities as specified in the SOW. There are no specific set-aside requirements mentioned for small businesses.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract 1305M322CNWWG0001 awarded to Vantor for $4,993,686 (12/06/21–12/05/26). The prior award description covers providing USNIC Synthetic Aperture Radar (SAR) data used to analyze current ice conditions, support forecasting, and respond to tactical-scale information requests, which aligns closely with the current requirement to deliver unclassified all-weather day/night SAR imagery through satellite tasking, acquisition/processing, and delivery for ongoing ice monitoring.
