USGS National Water Information System (NWIS) Modernization Project (Aquarius) - Justification for Other than Full and Open Competition - Posting in accordance with FAR 5.301(d) and 6.305.
Background
The Department of the Interior, United States Geological Survey (USGS), Office of Acquisition and Grants - National Acquisition Branch, plans to contract by means other than full and open competition for the National Water Information System (NWIS) Modernization Project.

The USGS Water Mission Area provides reliable, impartial, timely information needed to understand the quantity and quality of the Nation’s water resources.

Work Details
The contract will provide continued support and maintenance of the Commercial-off-the-Shelf (COTS) AQUARIUS product family and further customization for the NWIS Program.

AQUARIUS software has replaced legacy systems used for hydrologic data acquisition, processing, analysis, and dissemination. The replacement of the legacy Automated Data Processing System (ADAPS) was completed in FY 2016, while the replacement of the legacy Water-Quality System (QWDATA) is scheduled to be completed in FY 2023. Other legacy NWIS systems may be replaced with AQUARIUS software over the life of the contract.
