Description

Services to enhance the Geospatial Artificial Intelligence for Animals (GAIA) project's satellite imagery processing to improve detection of whales from space.
Background
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is the research arm of NOAA Fisheries. The goal of this contract is to enhance preprocessing capabilities for very high-resolution satellite imagery in support of the Geospatial Artificial Intelligence for Animals (GAIA) project. This initiative aims to improve the detection of whales from space by enhancing image correction workflows, spectral processing, and integrating emerging satellite data sources.

Work Details
The contractor will provide all necessary resources to enhance GAIA's satellite image preprocessing capabilities. Specific tasks include:

1. **Task 1 - Enhancement of PGC ortho.py script**: Enhance or develop a new script for image projection, orthorectification, and other preprocessing functions specific to GAIA.

2. **Task 2 - Integration with ACOLITE**: Expand the existing preprocessing codebase to integrate atmospheric correction functionality from ACOLITE, enabling the generation of atmospherically corrected surface reflectance products from Maxar EOCL satellite imagery. This will output both orthorectified and atmospherically corrected imagery compatible with GAIA’s Azure-hosted cloud application.

3. **Task 3 - Optimize Spectral Visualization Techniques**: Improve techniques for visualizing spectral data in marine environments.

4. **Task 4 - Advise on System Data Architecture**: Provide recommendations on improving GAIA’s system architecture for better performance and scalability.

5. **Task 5 - Support for Maxar Legion**: Assist in integrating data from Maxar's upcoming Legion constellation into GAIA workflows.

6. **Optional Task 6 - Machine Learning**: Explore development of machine learning models for detecting marine animals.

Period of Performance
The period of performance will be one year following the date of award.

Place of Performance
The work will be performed at locations relevant to NOAA/NMFS operations, specifically at their facilities located at 166 Water Street, Woods Hole, MA 02543-1026.
